The MAPRA Executive Board is comprised of recruiters just like you. They do the job(s) you do everyday and combined, represent over 250 years of recruiting experience. They are committed to the pursuit of elevating MAPRA to a premiere level for all members who join. The board is active every month and strives to develop, strategize, and collaborate on behalf of its members. It drives MAPRA’s mission to promote community, fellowship and education.
Board Members are elected by the membership for a 2 year term. Members can then run for another term during our general election held in Sept/Oct of each year. Our board is comprised of a president, vice president, secretary, treasurer, 2 members at large, and an ex-officio (immediate past president).
Steve Jacobs serves as Senior Physician Recruiter at Einstein Healthcare Network (EHN), a 3 hospital system serving both Philadelphia and Montgomery counties. Einstein is the largest independent academic training site in Philadelphia offering over 440 residents and fellows training in 32 ACGME accredited programs. EHN is also home to MossRehab Hospital, Pennsylvania’s #1 ranked rehabilitation hospital, and ranked by US News & World Report as one of the 10 ‘Best Rehabilitation Hospitals’ in the U.S. In his role, Steve advises organization leaders, board members and department chairs in best practices in physician recruitment.
Steve previously served as a physician recruiter at WellSpan Health for 5 years. In this role, Steve was responsible for the development and execution of strategies related to the recruitment and onboarding of physicians across the system. Most notably Orthopedics, Primary Care, GME Faculty, Neonatology, Gastroenterology, Vascular Surgery, Primary Care Sports Medicine, and Urology.
Steve also worked as a Director of Recruitment for Genesis Health System in Ohio where he was responsible for overseeing recruitment efforts system wide and for supervising a team.
Steve started the in-house recruitment program at Kaweah Delta Healthcare District in Visalia, CA in 2008. The program was the first of two programs Steve created. The other was in PA.
In 2008 Steve became a member of the Association for Advancing Physician and Provider Recruitment (AAPPR) formerly known as the Association of Staff Physician Recruiters (ASPR). He has served on the journal committee, website committee, and education committee since 2009. He was a key member of the writing team for the formal fellowship certification program implemented in 2014 and served as co-chair of the fellowship committee from 2016 – 2018.
Steve began his physician recruitment career as an agency recruiter but was asked by a client (Visalia, CA) to develop and in-house program in 2008 and has never looked back. He enjoys lecturing, teaching, mentoring, and recruiting, finding passion in all he does everyday.
Steve received his undergraduate degree in Psychology from University of California at Irvine and earned a Master’s degree in Clinical Psychology from Alliant International University in San Diego. In 1995 he advanced to candidacy in the clinical psychology Ph.D. program at Alliant International.
Steve lives in Lititz, PA and has been married to wife Laura for twenty years. He has three children Emma (13), Ben (19) & Lauren (24).

Elissa Davidson is the Director of Physician Recruitment and Onboarding for MedStar Medical Group, the provider organization for MedStar Health. MedStar Health is the region’s largest healthcare network with locations throughout Maryland and the Washington, D.C. region. Elissa and her team have created a first-class recruitment and onboarding experience that continues to exceed expectations for all new clinicians joining MedStar Health. Prior to joining MedStar Health, Elissa worked as Director of Physician Recruitment for several private hospitalist groups in the Maryland and Virginia area. Additionally, Elissa worked as a consultant for one of the largest private emergency and hospitalist groups in Virginia. Her primary focus was to define and establish recruitment and onboarding protocols and procedures for all new hires. With over 20 years’ experience in healthcare recruitment, Elissa has more than 10 years leading physician recruitment initiatives. Elissa has a deep passion for ensuring all clinicians have the best possible experience with her and every member of her stellar team.
Rachel Jones is the Manager of Physician Recruitment-Onboarding and Retention UPMC Pinnacle in Harrisburg, PA. She has worked in provider recruitment and onboarding for UPMC Pinnacle since January 2014. She received her MBA in Strategic Leadership and Marketing from Penn State’s Smeal College of Business and a BA in HR Management from Juniata College. Rachel has over eight years’ experience in recruitment in both the healthcare and IT fields.
Rachel is a Fellow of the Association of Staff Physician Recruiters (FASPR), Education Chair for OAR, and a member of the Mid-Atlantic Physician Recruiter Alliance, Inc., (MAPRA) where she serves as the Treasurer.

Kim Collins, CMSR, MBA lives in Severn Maryland and is the senior recruiter at Luminis Health – in Annapolis Maryland. Kim has over 24 years of healthcare experience with over 19 years in physician recruitment and retention. She has presented at conferences on both physician recruitment and retention across the country.
Past-president of American Association of Physician Liaisons (AAPL), Board Member of MAPRA, and Affiliate Chair at AAPPR, Vendor Committee AAPPR, and MAPRA Marketing Committee. Kim was also a part of Illinois Staff Physician Recruiter (ISPR) committees.
Kim is also the MAPRA photographer so be watchful for her at the conferences and SMILE or hide!
Kim has her MBA from Walden University and her Bachelors from Concordia University Wisconsin. Kim is a mom of 4 girls and nana to 4 grandchildren. In Kim’s free time she enjoys time glamping with her husband and their two fur babies in their 37ft RV.

Mark has been the Sr. Physician Recruiter at Bayhealth Medical Center since March 2016. Bayhealth Medical Center is a two-hospital health system in Central and Southern DE. Mark and his team focus their efforts on the Bayhealth Medical Group, a growing multi-specialty practice with over 20 locations and 95 physicians. In addition, they provide recruitment services to other service lines in the hospital as well as some practices in the community.
Mark is a member of AAPPR and MAPRA and serves on the MAPRA Board as well as Conference Committee. As with most physician recruiters Mark says “I never thought of a career in physician recruitment prior to 1999, but I couldn’t imagine working in a more rewarding field. We have the opportunity to work with a diverse group of candidates, wonderful people and provide a distinct and useful service to the community. Over the years it is amazing to see the impact we have on the health of the communities we serve.”
Prior to joining Bayhealth Medical Center, Mark was the Executive Director of River Medical Recruiting in New Windsor, NY from 2008 to 2016. River Medical Recruiting was a division of MedExcel USA, a contract management company focusing on Emergency Medicine and Hospitalist services for a dozen hospitals and over two dozen Urgent Care centers in NY, CT and NJ. Mark and his team were responsible for managing the recruitment, credentialing and staffing of those contracts as well as providing agency services in physician recruitment to other hospitals.
Mark began his career with Weatherby Healthcare prior to its acquisition by CompHealth twenty years ago. He started on the EM perm team and went on to manage the EM and Primary Care teams in the Norwalk CT and then transferred to Fort Lauderdale where he managed the Primary Care and Emergency Medicine teams.
Mark earned a MBA in Management from Sacred Heart University in Fairfield, CT in 2002 and continued as an Adjunct Professor in the business school until relocating to Fort Lauderdale in the Fall of 2005.
Mark and his wife Barbara enjoy living in Smyrna DE. They enjoy visiting Mark’s two sons and their three grandchildren in WA and CT
